MEET THE TEAM
Steve Horne
Chief Executive Officer
Steve has driven the success of four hyper-growth companies. As founder of Wingspan Portfolio Advisors, he partnered with top U.S. financial institutions to tackle the Mortgage Crisis, earning multiple Inc. 500 appearances and other awards.
At Sherman Financial Group, he led business lines that made it the largest distressed consumer asset buyer globally. He also founded MSV, a key outsourcing partner for Freddie Mac, and managed default servicing at Ocwen. At Fannie Mae, he restructured the National Servicing Organization. Steve is a partner at HMB Law Group, admitted to the bar in MD, VA, and D.C., with a JD from George Washington University and degrees from Emory University.
Jason Spooner
Chief Operating Officer
With 32 years of leadership in Banking, Origination, Default, and Servicing, Jason Spooner brings a wealth of experience to Black Dome. Formerly COO of Aspire Financial and President of SureSpire Financial, he also served as President and COO of Wingspan Portfolio Advisors. Prior roles at Bank of America and SunTrust Bank covered Advocacy & Outreach, Supplier Optimization, and Default. With a background including senior roles at Wells Fargo and international experience in Latin America, Spooner holds a bachelor's degree in business from Roger Williams University and a Juris Doctorate from Southern New England School of Law.
Vic Draper
Chief Revenue Officer
With 40+ years of experience in the mortgage servicing industry, his leadership spans across all aspects of services. From leading the default services department at Countrywide Financial Services, to creating a title and post/publication division, to leading a successful property inspection/preservation company to spending 16 years as the Chief Revenue Officer of ProVest providing service of process and skip tracing services nationwide.
Specializes in developing and implementing strategies that ensure high-level customer satisfaction. Prior Chairman of the LL100 Associate Member Committee, Co-Chair of the ALFN Associate Member Committee, was awarded the USFN 2016 Associate Member of the Year and is a noted industry speaker at conferences.
Barry Owens
Chief Strategy Officer
Barry Owens brings 35+ years of mortgage servicing and property management expertise to his role as Chief Strategy Officer at Black Dome Services. With more than three decades in leadership across REO, eviction management, and business development, Barry has built a reputation for aligning strategy with execution in high-compliance environments.
Before joining Black Dome, he founded and led End to End Solutions, where he streamlined eviction processes for servicers, investors, and SFR operators nationwide. Barry’s career also includes leadership roles at preREO, Exceleras, OrangeGrid, and DIMONT, where he developed solutions that reduced losses, accelerated timelines, and strengthened client confidence. At Black Dome, Barry focuses on growth, innovation, and client partnerships — pairing his industry knowledge with a commitment to building scalable, compliance-driven strategies that deliver results.

Jasmine Dalbeck
Executive Vice President of Client Operations
As the Executive Vice President of Operations at Black Dome Services, Jasmine Dalbeck oversees a team of experts in the Field Services and SFR/REO sector. Throughout her career, she has gained a reputation for being a problem-solver and a strong advocate for improving operations, initiatives, and individuals. Dalbeck strives to create a collaborative work environment that emphasizes teamwork, accountability, motivation, and client satisfaction.
Robert Shiller
Executive Vice President
Robert brings over 20 years of real estate, mortgage servicing, and operational leadership experience. He has held pivotal roles at BK Hub, BK Global, Wingspan Portfolio Advisors, and Real Time Resolutions, and co-founded BK Hub, a leading bankruptcy real estate platform.
At Black Dome, Robert drives strategic initiatives and operational excellence while scaling client-facing solutions nationwide. He also serves as Event Chairperson for the Veterans Financial Services Advisory Council, advocating housing and financial support for veterans.
Jesse Randall
Executive Vice President of Client Operations
With over a decade of experience in property preservation and default mortgage solutions, Jesse Randall is a powerhouse in the industry, bringing unmatched expertise to Black Dome Services.
Jesse has held executive leadership positions across mortgage servicers, national preservation firms, Fortune 500 companies, and his own privately held preservation business. His hands-on experience at every servicing level throughout the life cycle of a default mortgage gives him a unique perspective on streamlining operations, enhancing compliance, and driving efficiency for our clients.
